Safety Regulations against Fire
 
  1. Smoking is prohibited in the hall (including the Crystal Hall, the front hall, the first floor, the second floor, toilets, corridors, loading area,no1-5 hall,etc.).
  2. Strict control is exercised over welding is prohibited. If necessary, the exhibitor should apply to the Security Department for a welding license. There must be a specially-assigned person present on duty and careful examinations should be carried out before and after the welding.
  3. It is forbidden to cover, take up, damage or move any fire fighting facilities or equipment (including hydrant boxes, fire extinguishers, etc.). The exhibitor must apply to the Exhibition Department for permission before appending or sticking advertising banners. The banners should be placed in designated places to avoid keeping out the infrared alarm system or cameras. The banners without permission will be removed and the party concerned will be fined RMB 500-1000 yuan.
  4. Please ensure all the safety passages and exits are open and clear. The passages should be no narrower than 3 meters. It is not allowed to put any stuff in passages and exits. Otherwise the stuff will be confiscated.
  5. The exhibitor should abide by the administrative regulations on power use. The exhibitor should not install high-power electrical equipment randomly (including iodine-tungsten lamps, advertising lamps, etc) and random wire connection is prohibited. Any exhibitor who really needs wire connection should apply to the Exhibition Department for approval and have it conducted by electricians. Otherwise, the wire will be removed and the party concerned will be fined RMB 1000-3000 yuan. The party who causes serious consequences will have to undertake legal responsibility in accordance with related laws.
  6. Any dangerous chemicals of flammability, burst, causticity or venomousness cannot be taken into the center, such as firecracker, gas, banana water, spirit, hydrogenium, oxygen, oxidizer, etc. Exhibits should be in the nonflammable, non-dangerous form, models or pictures.
  7. During the booth preparation period, the height should not exceed the limit. The height on the No.1, No.2 Hall should not be higher than 6.5 meters, No.3 Hall 6 meters (5 meters in the Red Area), and the eastward entrance 4meters, No.4 Hall 5 meters.
  8. Any form of sealing roof is prohibited so as to ensure that automatic water spray system works smoothly.
  9. The lights and electric equipments at outdoor exhibition space should be water-proof, or other waterproof measures should be taken.
  10. Lamps should be kept away from combustible materials, with a minimum distance of 60 cm between combustible materials and such lamps as the incandescent lamp, the spotlight, etc. The ballast for various lamps should be installed in a well-ventilated place and on a combustible material.
  11. Such thermo-energetic lamps as iodine-tungsten lamps are prohibited in the hall; if they are used outside the hall, a minimum distance of 1 meter should be kept away from combustible materials, and the lamp connection should be protected with porcelain bead to prevent short circuit.
  12. The total load of electric equipment should not exceed the transformer capability. An air switch is required for electric equipment, and overloading protective devices are necessary for high power equipment.
  13. Transformers used in electric models, voice and light control devices, color lamps, etc, should be installed in a well-ventilated place and protected by non-combustible shell.
  14. Temporary wires should be sheathed cable. Wires along the ground should be laid in steel pipe protected by a timber bridge in case it would fail people. Electric wires laid in combustible materials should be protected with soft metal pipe. Wires with different voltages should not be wrapped in the same pipe; there mustn’t be connections in the pipe. If unavoidable, a connection box is necessary.
  15. When a storage battery is used as the power source of electrical equipments, charging is prohibited in the hall.
  16. Please promptly remove paring, saw dust while using electric saws, electric planes, etc. and welding work is prohibited at the same time. When welding is necessary, a minimum safety distance of 10 meters should be kept away and the work should be supervised by an especially assigned person.
  17. Electric and gas welding cannot be done while painting and painting spraying are being carried out. Such flammable things as paint, thinner, etc, cannot be kept in the hall in large quantities.
  18. The exhibitor should strictly follow the operation procedure when conducting electric and gas welding.
  19. The exhibition boards are required to be at least 80 cm from the walls so the committee staff can check the booths.
  20. A circular fire-crash truck lane (with a minimum width of 3.5 meters) or a turnaround lot (15*15 square meters) should be left in the outdoor exhibition area to facilitate the fire-crash truck’s turning around.
  21. Mechanic devices like engines, automobiles, locomotives of various kinds should be exhibited outdoor. The gas in the tank should be no more than one day’s use. If they are displayed in the hall, there should be no repairs, operations, gas in the tank and batteries.
  22. It is prohibited to use liquid gas to cook meals or to boil water in the hall.
  23. To ensure people’s safety, the number of attendees in the hall should not exceed 12, 000 at the same time. Stop selling tickets to keep the number of attendees under control when necessary.
  24. When the construction work is completed, please check all the items carefully and notice the center to supply power. The contractor is responsible for any problem caused by misoperation.
  25. An especially assigned person is needed to take care of the exhibits and the tools before the exhibition closes. He is supposed to leave after carefully having an overall examination on all equipment when the center closes.
  26. The Organizing Committee and the authorities concerned have the rights to order exhibitors to rectify and improve their misdoings and fine when the above regulations are violated. Those who violate the rules seriously will be dispelled when exhibitors insist their mistakes. The exhibitor who causes serious accidents and consequences because of violations in construction will be punished in accordance with the situation. The case may be transferred to judicial department, and related leaders and parties’ criminal responsibility may be looked into.
